Personnel Qualifications

The following labor category descriptions establish the minimum qualifications for each labor category.

General experience described in each labor category refers to the minimum number of years required. Specialized Experience refers to the minimum number of years required related to the particular appropriate skills for a labor category. This experience is not in addition to, but may be part of the minimum experience required in general experience.

In lieu of the formal education requirement for a degree, years of applicable work experience can be substituted: two (2) years for a Associate's degree, four (4) years experience for a Bachelor's degree and six (6) years experience for a Master's degree.

01 Commercial Job Title: Senior Configuration Management Specialist

Minimum/General Experience: Six (6) years of experience in configuration management.

Functional Responsibility: Responsibilities in one or more of the following areas. Developing and maintaining configuration management plans, and scheduling and documenting all configuration management reviews. Monitor configuration control processes and ensure that procedures comply with military or organizational specifications. Implement change control processes, configuration audits using knowledge of Government regulations, manuals, technical orders, standards, and industry publications related to configuration/data management required to perform the task.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is required.

02 Commercial Job Title: Configuration Management Specialist

Minimum/General Experience: Two (2) years of experience in software configuration management.

Functional Responsibility: Responsibilities in one or more of the following areas. Developing and maintaining configuration management plans, and scheduling and documenting all configuration management reviews. Monitor configuration control processes and ensure that procedures comply with military or organizational specifications. Change control processes, configuration audits and Government regulations, manuals, technical orders, standards, and industry publications related to configuration/data management required to perform the task.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

03 Commercial Job Title: Data Management Specialist

Minimum/General Experience: Four (4) years of experience in data administration and data modeling.

Functional Responsibility: Responsibilities in one or more of the following areas. Procedures, guidelines, and methods for effective data planning, analysis, standards, modeling, configuration management, storage, retrieval, protection, validation, and documentation. Data administration policy and procedures contained in commercial standards and military standards such as DoD Directive 8320.1, DoD Data Administration, DoD Manual 8320.1-M-1, Data Element Standardization Procedures and DoD Manual 8320.1-M-x, DoD Enterprise Data Model Development, Approval, and Maintenance Procedures.

Minimum Education: High school diploma.

04 Commercial Job Title: Senior Systems Engineer

Minimum/General Experience: Six (6) years of experience software engineering, information system architecture definition, computer system architecture information and networking/telecommunications processing.

Functional Responsibility: Responsibilities in one or more of the following areas. Assessing IT system objectives and concept of operations, identifying and defining top level systems requirements. Preparing high level systems architecture in terms of hardware, software, database and telecommunications components. Analyzing and recommending commercially available hardware and software capable of meeting systems and communications requirements. Performing system engineering technical trade-off studies and economic analyses. Defining detailed system architectures and detailed system requirements, design and test specifications, perform systems engineering and systems management processes. Perform system capacity planning, security and disaster recovery planning. Guide system development and implementation planning through assessment and preparation of systems engineering management plans and system integration and test plans.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

05 Commercial Job Title: Systems Engineer

Minimum/General Experience: Four (4) years of experience in software engineering, information system architecture definition, computer system architecture information and networking/telecommunications processing.

Functional Responsibility: Responsibilities in one or more of the following areas. Assessing IT system objectives and concept of operations, identifying and defining top level systems requirements. Preparing high level systems architecture in terms of hardware, software, database and telecommunications components. Minimum/General Experience: Two (2) years of experience in software engineering, information system architecture definition, computer system architecture information and networking/telecommunications processing.

Functional Responsibility: Familiarity in one or more of the following technical areas. Assessing IT system objectives and concept of operations, identifying and defining top level systems requirements. Preparing high level systems architecture in terms of hardware, software, database and telecommunications components. Analyzing and recommending commercially available hardware and software capable of meeting systems and communications requirements. Performing system engineering technical trade-off studies and economic analyses. Defining detailed system architectures and detailed system requirements, design and test specifications, perform systems engineering and systems management processes. Perform system capacity planning, security and disaster recovery planning. Guide system development and implementation planning through assessment and preparation of systems engineering management plans and system integration and test plans.

07 Commercial Job Title: Senior Systems Analyst

Minimum/General Experience: Six (6) years of experience in developing management information systems, including requirements analysis, specifications, designing code, testing and documentation, information systems development and acquisition.

Functional Responsibility: Responsibilities in one or more of the following areas. Operating documentation requirements in order to schedule, report status and prepare the required level of documentation, preparation of program specifications including format and content of input/output data and functions to be performed by computer programs, preparation of manuals and pamphlets governing the modification and development of automated data systems, and Government regulations, manuals, technical orders, standards, and industry publications related to the task.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

08 Commercial Job Title: Systems Analyst

Minimum/General Experience: Two (2) years of experience in analysis and design of business applications of complex systems for large-scale computers, database management concepts, knowledge of current storage and retrieval methods, and use of programming languages.

Functional Responsibility: Responsibilities in one or more of the following areas. Operating requirements in the areas of scheduling, status reporting, and preparation of documentation, preparation of program specifications including format and content of input/output data and functions to be performed by computer programs, preparation of operations, maintenance or user manuals and instruction pamphlets governing the modification and development of automated data systems, and review and analysis of automated data systems developments and modifications for schedule interaction problems and conflicts.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

09 Commercial Job Title: Senior Data Base Administrator

Minimum/General Experience: Six (6) years of experience in conceptual/logical data modeling, and data base administration/maintenance.

Functional Responsibility: Responsibilities in one or more of the following areas. Coordinating the functions of collecting system metadata, designing, implementing, and maintaining databases and their security. Understanding of how the Department of Defense (DoD) functions and uses data.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

10 Commercial Job Title: Data Base Administrator

Minimum/General Experience: Two (2) years of experience in conceptual/logical data modeling, and data base administration/maintenance.

Functional Responsibility: Responsibilities in one or more of the following areas. Coordinating the functions of collecting system metadata, designing, implementing, and maintaining databases and their security. Understanding of how the Department of Defense (DoD) functions and uses data.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

11 Commercial Job Title: Data Base Engineer/Analyst

Minimum/General Experience: Six (6) years of general experience in conceptual data modeling, data base conversion, logical/physical data base design, and data base administration, application programming in data base management systems (network, hierarchical, relational and object) and data base management experience for an on-line multiple application environment and one (1) year of specialized experience in the data base system specified in the particular task order.

Functional Responsibility: Responsibilities in one or more of the following areas. Current data base management concepts (network, hierarchical, relational and object), optimizing techniques, relational models, and structured query languages.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

12 Commercial Job Title: Network Architect - Internet

Minimum/General Experience: Two (2) years of experience implementing intranet and Internet solutions.

Functional Responsibility: Responsibilities in one or more of the following areas. Works directly with management and users to implement intranet and Internet solutions. Applying the dominant Internet applications such as e-mail, World Wide Web (WWW), Wide Area Information Server (WAIS), Gopher and Mosaic. Create and manage home pages using Hypertext Markup Language (HTML) or Internet server applications such as Microsoft's Internet Information Server (IIS) or Lotus's Domino.

Minimum Education: Bachelor's Degree or six (6) years equivalent experience.

13 Commercial Job Title: Microsoft Network Administrator

Minimum/General Experience: Four (4) years of experience in implementing network solutions.

Functional Responsibility: Responsibilities in one or more of the following areas. Works directly with management and users to implement network solutions. High level Local Area Network/Wide Area Network (LAN/WAN) engineer who plans, implements and supports network solutions between geographically distributed non-homogeneous platforms. Network technologies include satellites, switched virtual circuits, Plain Old Telephone System (POTS), fiber optic backbones, shielded and twisted pair networks. Installs, maintains and troubleshoots data networks. Assist users with problems related to connectivity. Utilizes one or more of the following: satellite, T-1s, TCP/IP, fiber optics, SNA or frame relay for communications. Utilizes network tools and analyzes data flow. Configures modems, DSUs, multiplexers and routers. Installs and maintains LAN hardware and software. Troubleshoots network usage and computer peripherals. Installs new users, controls LAN security. Performs system backup and recovery. Resolves LAN communications problems.

Minimum Education: Bachelor's Degree or six (6) years equivalent experience.

14 Commercial Job Title: Network/Communications Engineer

Minimum/General Experience: Four (4) years of experience in data communications systems.

Functional Responsibility: Responsibilities in one or more of the following areas. POSIX, GOSIP, and open systems, Local Area Networks, Message Switching Systems, Packet Switching Systems, and twisted pairs environments. Implement network and communications hardware, software, and interfaces. Applying knowledge of industry and Government publications, standards, and state of the art technologies related to data communication systems. Project future data communication environments. Applying applicable industry and Government standards for POSIX, GOSIP, and open systems.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

15 Commercial Job Title: Test and Evaluation Specialist

Minimum/General Experience: Four (4) years of experience in the test and evaluation of software development for a DoD contract.

Functional Responsibility: Responsibilities in one or more of the following areas. Developing and documenting test plans and procedures, conducting testing, and evaluating and documenting results. Applying knowledge of DoD standards/regulations governing software acceptance test and evaluation.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

16 Commercial Job Title: Quality Assurance Specialist

Minimum/General Experience: Individual shall have at least six (6) years experience in quality control/quality assurance management.

Functional Responsibility: Responsibilities in one or more of the following areas. Implementing a program of reporting, tracking and analyzing key software metrics, monitoring quality procedures and participating in software reviews and testing. Applying the latest commercial products and procedures for identifying software errors and evaluating software quality and efficiency. Applying knowledge of Government regulations, manuals, and standards relating to quality assurance.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business, management or related technical discipline is required.

17 Commercial Job Title: Training Specialist

Minimum/General Experience: Five (5) years of experience in developing and providing end-user training on computer hardware and applications software.

Functional Responsibility: Responsibilities in one or more of the following areas. Perform training surveys, develop training plans, construct training materials and conduct user training on software application modifications and new functions.

Minimum Education: Bachelor's degree from an accredited university in any field is required.

18 Commercial Job Title: Senior Functional Area Analyst

Minimum/General Experience: Ten (10) years of general experience in general functional area and four (4) years of specialized experience directly related to the functional area. Three (3) years experience supervising analyst personnel in analyzing, defining, and documenting functional area system requirements.

Functional Responsibility: Responsibilities in one or more of the following areas. Applying knowledge of current Government procedures, regulations, manuals, technical orders, standards, and industry publications that relate to the functional area specialty required to perform the task order software development and maintenance tasks.

Minimum Education: Bachelor's degree from an accredited university in any field is required.

19 Commercial Job Title: Functional Area Analyst

Minimum/General Experience: Four (4) years of experience in systems experience in respective functional area.

Functional Responsibility: Responsibilities in one or more of the following areas. Serve as an active participant in analyzing, defining, and documenting functional area system requirements. Applying knowledge of functional area regulations, manuals, technical orders and standards required to perform the task order software development and maintenance tasks.

Minimum Education: Bachelor's degree from an accredited university in any field is required.

20 Commercial Job Title: Senior Business Engineer

Minimum/General Experience: Eight (8) years of general experience as a business engineer and two (2) years of specialized experience in engineering systems using incremental development, rapid prototyping and CASE technology concepts and techniques.

Functional Responsibility: Responsibilities in one or more of the following areas. Using business analysis methodology and business case analysis definition language (IDEF) to conduct business process modernization projects. Applying, as appropriate, activity and data modeling, transaction flow analysis, internal control and risk analysis, activity cost-based analysis, economic and investment analysis, and modern business methods and performance measurement techniques. Developing and applying organization-wide information models for use in designing and building integrated, shared software and database management systems. Constructing sound, logical business improvement opportunities consistent with the guiding principles of the DoD corporate information management (CIM) initiative, cost savings, object-oriented methodology, and open system architecture objectives.

21 Commercial Job Title: Business Engineer

Minimum/General Experience: Four (4) years of experience as a business engineer.

Functional Responsibility: Responsibilities in one or more of the following areas. Minimum/General Experience: Ten (10) years of general experience in the field of expertise and six (6) years of specialized experience in at least six projects in the specific discipline required by a task.

Functional Responsibility: Responsibilities in one or more of the following areas. Senior technical expert in areas relevant to the project. Produce/review substantive and/or complex technical documentation reflecting detailed knowledge of the applicable technical area including but are not limited to systems design, system architecture, feasibility studies, and system specifications. Interface with management personnel and report both orally and in writing to the contractor management and government representatives.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is required.

23 Commercial Job Title: Specialized Consultant

Minimum/General Experience: Ten (10) years of general experience in the field of expertise and four (4) years of specialized experience in the specific discipline required by a task order.

Functional Responsibility: Responsibilities in one or more of the following areas. Provide technical and/or functional guidance reflecting detailed, expert knowledge of a specific area or function and performs elaborate analyses and studies reporting both orally and in writing to management.

Minimum Education: High school diploma.

24 Commercial Job Title: Lotus Notes Administrator

Minimum/General Experience: Two (2) years of experience installing and maintaining Lotus Notes Domino and prior version servers and client hardware and software.

Functional Responsibility: Responsibilities in one or more of the following areas. Installs and maintains Lotus Notes Domino and prior version servers and client hardware and software. Installs new users, controls server access and user security. Performs system backup and recovery. Resolves server and client problems. Provides technical support to Lotus Notes Developers.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is required.

25 Commercial Job Title: Lotus Notes Developer

Minimum/General Experience: One (1) years of experience in Lotus Notes enterprise application development.

Functional Responsibility: Responsibilities in one or more of the following areas. Analyzes requirements, designs, develops and supports Lotus Notes enterprise-oriented applications. Implements Lotus Script, workflow, forms and reports in the Lotus Notes development environment.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is required.

26 Commercial Job Title: Project Control Manager

Minimum/General Experience: Ten (10) years of general experience in business administration and six (6) years specific experience supervising and managing government projects. At least two (2) years of specialized experience must have been in supervision and management of at least 15 people in subordinate groups in diverse locations.

Functional Responsibility: Responsibilities in one or more of the following areas. The single individual responsible for managing all task order efforts. This person will be the primary point of contact for the Government in all technical/management matters pertaining to the task. Organizes, directs, and coordinates planning and output of all the contractor's contract support activities. Meets with management personnel, contractor managers, and customer representatives. Formulates and reviews strategic plans and deliverable items, determines contract costs, and ensures conformance with standards. Assigns, schedules, and reviews work of subordinates. Explains policies, purpose and goals of the organization to subordinates.

Minimum Education: Master's degree from an accredited university in management, engineering, computer science or related technical discipline is required.

27 Commercial Job Title: Project Leader

Minimum/General Experience: Seven (7) years of systems analysis and software development experience in systems engineering and technical assistance of large systems integration programs and five (5) years of which are specialized experience supervising personnel in multi-disciplined teams performing software development tasks.

Functional Responsibility: Responsibilities in one or more of the following areas. Acting as the working level manager making the day-to-day decisions for the project. Resolve managerial and technical problems and maintain the day-to-day interface with customers. Plan, direct, and supervise the development and execution of information resource management and information systems related applications to complete tasks within contracted time frames and budget constraints. Daily supervision and direction for personnel performing tasks including scheduling and assigning duties to subordinate team members. Presents oral and written reports to customer project leaders and the contracting officer representative, and serves as the contractor's authorized point-of-contact for individual assigned orders. Interacts with the customer technical personnel to ensure that task performance and product development are technologically and substantively acceptable. Notifies contracting officer whenever a deliverable or task is off schedule or a problem occurs.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is required.

28 Commercial Job Title: Administrative Coordinator

Minimum/General Experience: Four (4) years of general experience in general office support activities and two (2) years of specialized experience in coordinating and executing administrative, office management, and organizational functions.

Functional Responsibility: Responsibilities in one or more of the following areas. Scheduling, monitoring, and supervision of all on-site administrative contractor personnel proposed in the individual task order. Generation and implementation of procedures to define the who, what, where, when, why, and how of all typing, filing, copying, paper shredding, destruction of sensitive data, control of documentation, correspondence, and action items. Perform all duties associated with the Administrative Specialist and Administrative Assistant labor categories.

Minimum Education: High school diploma.

29 Commercial Job Title: Administrative Specialist

Minimum/General Experience: Two (2) years of experience in office management and clerical support activities.

Functional Responsibility: Responsibilities in one or more of the following areas. Coordinating and executing administrative, office management, and organizational functions of the organization. Perform all duties associated with the Administrative Assistant labor category.

Minimum Education: High school diploma.

30 Commercial Job Title: Administrative Assistant

Minimum/General Experience: Two (2) years of experience in clerical support activities.

Functional Responsibility: Responsibilities in one or more of the following areas. Typing, data entry, word processing, computer graphics, filing, copying, telephone answering, mail distribution, and other clerical support activities, such as maintaining reader files and suspense and documentation logs. Applying knowledgeable of current word processing, spreadsheet, and graphical software products.

Minimum Education: High school diploma.

31 Commercial Job Title: Technical Writer/Editor

Minimum/General Experience: Five (5) years of general experience in the field of technical writing/editing and two (2) years of specialized experience in computer software technical writing.

Functional Responsibility: Responsibilities in one or more of the following areas. Technical writing/editing, planning, developing, maintaining, rewriting, and producing computer software related documentation including tailoring style and readability to user requirements.

Minimum Education: High school diploma.

32 Commercial Job Title: Junior Technical Writer

Minimum/General Experience: Two (2) years of experience in developing, editing, and producing technical and graphic documentation for computer systems.

Functional Responsibility: Responsibilities in one or more of the following areas. Reviews and edits written and graphic technical materials, including system configuration documentation, studies, reports and other presentation graphics. Ensures compliance with standards of style and format, good usage of English, and overall structure and organization of material.

Minimum Education: High school diploma.

33 Commercial Job Title: Graphics Specialist

Minimum/General Experience: One (1) years of experience in managing a graphics office, troubleshooting graphics hardware/software, training, and designing computer graphics, including business presentations and desktop publishing.

Functional Responsibility: Responsibilities in one or more of the following areas. Create formal and informal graphics such as charts, graphics, briefings, computer-room layouts, system architecture charts, billboard-sized displays for conferences, and multimedia presentations incorporating music/narration, 3D drawings and animation.

Minimum Education: Associate's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is required.

34 Commercial Job Title: Data Entry Technician

Minimum/General Experience: One (1) years of experience in data entry with an automated system.

Functional Responsibility: Responsibilities in one or more of the following areas. Use, operation and capabilities of an automated program office system. Data entry, report and chart generation, and data base maintenance. Use and operate peripherals such as terminals and printers and any other devices in use on the assigned system.

Minimum Education: High school diploma.

35 Commercial Job Title: Senior Software Engineer

Minimum/General Experience: Six (6) years of general experience in software engineering and four (4) years of specialized experience in performing studies, analyzing requirements, and recommending optimum approaches. One (1) year of this specialized experience must be in developing systems designs in an open systems architecture utilizing object oriented design methodology. A Master's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is considered the equivalent of two years of general experience.

Functional Responsibility: Responsibilities in one or more of the following areas. Applying knowledge of Government regulations, manuals, technical orders, standards, and industry publications as related to computer systems development. Computer aided software engineering (CASE) tools, Structured Query Language (SQL), prototyping, and third/fourth generation languages in the design of software systems. Applying industry and government standards for Portable Operating System Interface for Computer Environment (POSIX), Government Open Systems Interconnect Profile (GOSIP), and X-Window systems. Software reuse and identifying reuse opportunities within and across projects, building generic domain models and architecture.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is required.

36 Commercial Job Title: Software Engineer

Minimum/General Experience: Four (4) years of general experience in software engineering and three (3) years of specialized experience in performing studies, analyses, and recommending solutions.

Functional Responsibility: Responsibilities in one or more of the following areas. Applying industry and Government methodologies as related to systems development. Using CASE tools, SQL, and third/fourth generation languages in the design of software systems. Applying industry and Government standards for POSIX, GOSIP, and X WINDOW systems. Software reuse and identifying reuse opportunities in the design and implementation of systems including collecting metrics for software reuse.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is required.

37 Commercial Job Title: Junior Software Engineer

Minimum/General Experience: Four (4) years of experience in software engineering. A Bachelor's degree from an accredited university in computer science, information systems, engineering or related technical discipline will count as four years of experience.

Functional Responsibility: Responsibilities in one or more of the following areas. Software engineering using CASE tools, SQL and third/fourth generation languages in the design of software systems.

Minimum Education: High school diploma.

38 Commercial Job Title: Applications Senior Programmer

Minimum/General Experience: Eight (8) years of general experience in software system development from design through test and implementation and two (2) years of specialized experience in the language and computer platform specified in the particular task order. A Master's degree from an accredited university shall be considered the equivalent of two years general experience.

Functional Responsibility: Responsibilities in one or more of the following areas. Applying knowledge of object-oriented languages and government regulations, manuals, technical orders, standards, and industry publications related to programming, automated program management techniques, software design, and development functions required to perform the task.

Minimum Education: Bachelor's degree from an accredited university in computer science, information systems, engineering, business or related technical discipline is required.

39 Commercial Job Title: Programmer

Minimum/General Experience: Six (6) years of general experience in software design and integration, and management of software design teams and one (1) years of specialized experience in the language and computer platform specified in the particular task order. A Bachelor's degree from an accredited university in computer science, information systems, engineering or business will be considered the equivalent of two years general experience. An Associate's degree from an accredited university in these same disciplines will be considered the equivalent of one year general experience.

Minimum/General Experience: Four (4) years of experience in computer programming, software design and integration, and member of a software design team. A Bachelor's degree from an accredited university in computer science, information systems, engineering or business will be considered the equivalent of four years general experience. An Associate's degree from an accredited university in these same disciplines will be considered the equivalent of two year general experience.

Functional Responsibility: Responsibilities in one or more of the following areas. Computer programming, software design and integration. Applying knowledge of basic software coding techniques and standards.

Minimum Education: High school diploma.

41 Commercial Job Title: Senior Computer Operator/Supervisor

Minimum/General Experience: Five (5) years of general experience in operating computer systems and one (1) year of specialized experience in the particular system identified in the task order. Two (2) years experience supervising personnel operating computer systems.

Functional Responsibility: Responsibilities in one or more of the following areas. Applying knowledge of the capabilities of the applicable hardware configurations and production control/support activities to include scheduling, files management, data entry, data control, and tape library functions.

Minimum Education: High school diploma.

42 Commercial Job Title: Computer Operator

Minimum/General Experience: Two (2) years of experience in operating medium or large scale computer systems.

Functional Responsibility: Responsibilities in one or more of the following areas. Running operating systems and the ability to detect errors while running routine or test programs.

Minimum Education: High school diploma.

43 Commercial Job Title: Junior Computer Operator

Minimum/General Experience: One (1) year of experience in operating computer systems or terminal equipment.

Functional Responsibility: Responsibilities in one or more of the following areas. Applying knowledge of the computer equipment being used and the ability to detect problems while running routine programs.
